Emelyn W. Martinez is a Managing Consultant with more than 14 years of experience in the construction industry, 8 years of which were spent in United Arab Emirates. 

Emelyn’s areas of expertise include project management, planning and scheduling, forensic delay analysis and disruption analysis. She has worked on projects in United Arab Emirates, Qatar, Saudi Arabia, Kazakhstan and the Philippines.

She has extensive experience in the field of construction site execution, cost engineering, contracts administration and she specializes in the field of planning and scheduling and delay analysis.  She has a sound experience working with International Federation of Consulting Engineers (FIDIC) form of contract.

Emelyn’s specialized computer skills include, Primavera Project Management (P6.7), Primavera Project Planner (P3), Primavera Project Management, Primavera Claim Digger, Schedule Analyzer and has experience with a wide range of programmes used to manage construction projects.

She is also a lecturer and a trainer and has conducted several workshops and seminars to professionals in United Arab Emirates and in the United States of America.  She is also a published author and has written “Dealing with Cumulative Impact Claims,” which was published in 2010 AACEI Annual Transactions. She was also the Section President of the Association for the Advancement of Cost Engineers International – United Arab Emirates (AACEI-UAE) Section in 2010 – 2011 and has made the section the “largest local section around the world” during her leadership.

In 2013, she’s worked on New Doha International Airport Special Systems and the Bloomingdales Fit-out Project. In 2012, she was involved with the following projects:  Abu Dhabi Plaza Astana, Kazakhstan; Al Ghuriar City Centre Expansion, Dubai; Heart of Doha Project, Doha, Qatar and Dar Al-Quibla, Madinat, Kingdom of Saudi Arabia.

In 2011, completed were Sulafa Tower in Dubai Marina, Dubai;  and The Buildings by Daman at the DIFC, Dubai. Her other projects from 2006 to 2010 included Marina Apartments in Palm Jumeirah, Dubai; The Gateway Project in Palm Jumeirah, Dubai; Executive Towers in Business Bay, Dubai; ASGC Towers in Business Bay, Dubai; Burj Dubai Filtration Plant, Dubai; STP Modification and Upgrading in Palm Jumeirah, Dubai and 152 Luxury Villas in Knowledge Village, Dubai.

In the Philippines, she worked as Cost and Contracts Engineer/ Planning Engineer of Hanjin Heavy Industries from 1999 to 2003 then as Head of Project Planning Department of Makati Development Corporation from 2003 to 2005. She was involved with the completion of Serendra Mixed Commercial and Residential Development, Makati City (PHP 1.2B), Market! Market! Mall, Makati City (PHP 600M) and Light Rail Transit, Manila (PHP 2B).

She moved to Dubai in June 2006 as Planning Engineer of Al Habtoor Engineering. In 2006, she was named Planning and Controls Manager of Veolia Water Emirates from 2006 to 2008 after which she worked as Planning & Claims Consultant for Systech International from 2008 to 2010 and as Senior Planning Engineer with the Habttor Leighton Group from 2010 to 2011.

Her professional involvement includes as member of the Royal Institute of Chartered Surveyors (MRICS) and Associate of Chartered Institute of Arbitrators (ACIARB). She was president of AACEI UAE Section in 2010-2011.

A proud Bicolano, she earned her BS in Civil Engineering from Bicol University and her Masters in Engineering Management major in Construction Management from the Pamantasan ng Lungsod ng Maynila. She currently pursues her LLM in Construction Law and Arbitration at the Robert Gordon University.
